With quite a number of ranks, Marines are quick to rise as long as they do their due diligence by training to become stronger. Although known as the strongest force, there are still some weak characters that have either faced defeat or demotion or are just weak compared to other Marines.
8Tsuru
Tsuru is a famous yet mysterious character inOne Piece.She is well acquainted with Garp and Sengoku and is considered to be one of the smartest people in the world. This is most likely because Tsuru has been present in some of the notable fights inOne Piece,likethe battle against Whitebeard, and she has been around since her prime days.
Fans have not really seen what Tsuru can do, as she mostly does not fight. Although she’s a Vice Admiral, it might be so because ofher devil fruit, Woshu Woshi No Mi, a power that lets her wash and hang people like clothes.
7Helmeppo
Helmeppo’s goal is to surpass his father’s position in the Marine ranks. His father, Captain Morgan, was a corrupt and cruel leader who treated people like garbage. Helmeppo grew out of his spoilt and weak nature after his father was defeated by Luffy and stripped of his Marine position.
Trained vigorously by Vice Admiral Garp, Helmeppo gained great physical power and moved up the ranks to become Lieutenant Commander, evidently surpassing his father, who was Captain. Although there has been notable growth and strength seen in Helmeppo, he is not as strong as Koby, his friend who he trained with under Garp.
6Tashigi
Scared of being looked down on and treated as inferior simply because of her gender, Tashigi is an amazing swordswoman who’s under the service of Vice Admiral Smoker. As a swordswoman, Tashigi cannot accept defeat and would rather die than do so.

Although quite strong and very skilled with the sword, Tashigi is reckless and very oblivious. This was particularly seen when she failed to recognize Pirate Hunter Zoro and befriended him over his swords. She challenged him to a duel after finding out who he was, and she was defeated.Unable to accept the defeat, she urged Zoro to cut her and not feel pity for her just because she’s a woman.
5Hina
Hina was promoted from Captain to Rear Admiral during the time skip. She is notable for her cool-headed and calm personality. She accepts the blame for letting Luffy escape. Her devil fruit power, Ori Ori No Mi,gives her the ability to create iron bars to trap her enemies.
Hina is notable for her devil fruit powers and her calculated personality, which was vividly seen when she accepted her fault for not being able to capture Luffy. She has no weapons for combat and only relies on her iron bars to fight against her enemies.
4Lacroix
As expected from a giant, Lacroix is large and has great strength. This Vice Admiral is one of the top two members of the Giant Squad, and his immunity from gunshots and cannon shots cannot go unnoticed.
Lacroix performs without a devil fruit power. However, he has Haki, an ability that has proven to be more effective than devil fruits. Lacroix is not as strong as one might anticipate for a giant. During the battle with Little Oars Jr., Lacroix’s giant strength was no match for his opponent, who broke his sword and knocked him to the ground.
3Maynard
Maynard registered to compete forthe Mera Mera no Mi devil fruit, but he was defeated before he got the chance to compete. As a vice admiral without devil fruit power, Maynard’s power is limited to Haki.

Other than the Haki, Maynard carries around a knife and is notable for his two battles against Gambia and Bartholomeo. Maynard claimed victory in his battle with Gambia, a rookie who is a member of the Bartho Club. For this act, Bartholomeo battled with Maynard and defeated him with ease.
2Doberman
“Leave no man behind” is a phrase Doberman is not familiar with, as he is notable for leaving his injured soldiers behind. Just like Maynard, Doberman is a Vice Admiral without a devil fruit power. As such, he only has Haki.
Fans have perceived Doberman to be quite strong, as he was able to resist Luffy’sHaoshoku Haki. This Haki has the ability to take over a person’s mind and make them do the will of the user. However, that is to be expected of a Vice Admiral.
1Very Good
Marine Captain Very Good is the user of the Beri Beri No Mi devil fruit. This fruit allows Very Good to transform any of his body parts into berry-like shaped balls. As a devil fruit user, Very Good is expected to be strong, but this is not the case.
Very Good has suffered two great defeats as a Marine Captain that have left him and his group members feeling very humiliated. His last fight, a failed attempt to capture CP9, the failed government unit, left him utterly broken and AWOL (absent without leave).
