The Research tasks are available from September 5th at 10:00 AM Local Time. Upon completing the Research tasks successfully, players get a guaranteed encounter with Fuecoco.

How To Get Crocalor And Skeledirge In Pokemon GO
Players cannot directly get a Crocalor and Skeledirge; one needs to evolve a Fuecoco to get them. Evolving a Fuecoco requires several Candy.
